Manages materials and services expenditures of ACIPCO by utilizing effective purchasing principles and procedures. Communicates with and analyzes qualified suppliers working toward reliability and continuous improvement in every aspect of business. Develops relationships internally to enhance quality of information shared between all ACIPCO divisions and Purchasing. Maintains a professional knowledge of market conditions and supplier performance to provide the best value available for a competitive advantage.

  • Responsible for managing company expenditures for requirements of manufacturing, operations and customer service. A) Develops sourcing and manages the vendor base. (1) Evaluates all variables to meet ACIPCO's requirements. Qualifies suppliers including vendor audits, and participates in any pre-award, pre-production, and post project meetings with suppliers and internal customers. (2) Makes a decision based on best value for ACIPCO and its customers. (3) Negotiates best price, delivery, and service. (4) Develops relationships to continually work toward improvement and constantly monitors the market for new opportunities. (5) Subject to extensive travel. B) Visits internal customers for hands on knowledge of the application of goods and services. C) Develops manufacturing requirements with vendors for product development. Requirements include tasks relating to specification compliance, blueprint reading, packaging and protection, safety and health, transportation, and value. D) Resolves external problems affecting vendor performance.
  • Facilitates materials management by working with Sales, Engineering, Manufacturing, Finance, and Quality Assurance to profitably manage material procurement. A) Coordinates required specifications (ISO 9000, AWWA, NSF, ANSI, OSHA, etc.). B) When appropriate, includes specifications and terms and conditions insuring financial, legal, environmental and insurance requirements are met. C) Establishes and manages inventory levels. D) Coordinates timely deliveries. E) Improves inventory reduction and shortened lead times. 
  • Responsible to work with all levels of management to share market conditions and outlooks of outsourced materials and services for planning business and financial strategies.
  • Responsible for direct shipments to ACIPCO's customers, including emergency shipments.
  • Responsible for coordinating equipment repairs and transfers.
  • Responsible for assisting with investment recovery, as needed, including A) Sale of spent goods (zinc scrap, used flux, etc.) B) Sale of equipment (vehicles, machinery, etc.) C) Sale of obsolete inventory (finished goods and manufacturing).
  • Responsible to work with all departments to resolve any issues which relate to purchased goods and services. A) Develops policies and procedures. B) Coordinates all necessary documentation (shipping, receiving, invoicing, return authorizations, technical data, certification of compliance to specifications, etc.) C) Resolves internal problems arising from shortened lead-times, emergency situations, late material requests, and changes in requirements. D) Resolves conflicts and discrepancies between ACIPCO and vendors. E) Monitors vendor activity within ACIPCO.
  • Develops and maintains system requirements. A) Maintains S2K and ASI records. B) Works with Product Engineering (EXPRESS) on new items and changes in items. C) Works with Information Services to develop, test, instruct, and train system requirements.
  • Responsible to manage Purchasing Administrators and temporary help. A) Assigns duties within Purchasing Administrators responsibilities. B) Coordinates scheduling. C) Performs appraisal reviews and evaluations.
  • Keeps work area clean and orderly. Knows safety rules that apply to the safety of others and to personal safety. Reports malfunction of equipment to proper authority. Performs other work as instructed by supervision.

  1. B. S. Degree from an accredited four-year college or university with a major in Business or related course of study. Proof of transcript required.
  2. Must have four or more years in Purchasing or related experience.
  3. Must have exceptional negotiation skills.
  4. Must exhibit the knowledge, skills, and ability to perform the job duties.
  5. Must exhibit the ability to perform under stress, sustained pressure, and time constraints.
  6. Must exhibit the ability to manage people.

  12. Must demonstrate the ability to be resourceful in addressing customer requirements, both internal and external, with purchased materials and ACIPCO products.
  13. Must have basic personal computer skills with the ability to become proficient in operating common windows-based computer programs, including spreadsheet and word processing programs, e-mail.
  14. Must have basic knowledge of Material Management/MRP software package. (Preferred packages are S2K, ASI, Express)
  15. Must exhibit close attention to detail and good organizational skills.
  16. Must exhibit a record of exceptional punctuality and attendance.
  17. Must demonstrate excellent telephone manner.
  18. Must be physically able to perform the essential functions of the job, with or without reasonable accommodations. 


  1. CPM certification.
  2. Experience with ACIPCO manufacturing or comparable experience.
  3. Negotiation skills.
  4. Basic knowledge of ISO.
  5. APICS certified.
  6. Experience in more than one ACIPCO product line or comparable outside product lines.


  1. Sitting required while at desk, computer, in car and on plane.
  2. Standing while at printer, copier, trade show, etc.
  3. Walking from office to office and in plant required.
  4. Climbing stairs in Y-building, Sales building, offices in plant steel pipe mills, etc.
  5. Climbing onto crane and on railroad cars to inspect materials required.
  6. Balancing on railroad cars required.
  7. Stooping, kneeling and crouching to examine equipment, inspect equipment and materials, and demonstrate equipment.
  8. Crawling to get into pipe to inspect lining and/or pipe.
  9. Overhead reach required to get onto crane and railroad cars.
  10. Forward reach required for routine desk activities.
  11. Bended reach required to access lower file drawers, inspect equipment, and demonstrate equipment.
  12. Handling equipment, materials, telephone, etc. required.
  13. Use of fingers required for keyboard, digital phone, writing, paperwork, calculator.
  14. Talking in person and on the telephone.
  15. Vision required to inspect equipment and material, use CRT, and for safety.
  16. Hearing required for safety and communication.
  17. Pushing and pulling file drawers with a force less than 5 lbs.
